Taking a 15 after 4 hours will cover the 6 hour WTD rule for the next 6 hours after the 15 break

So you can work 10 hours with one 15 minute break?

You can if you’re going to be working long enough to get another 30 minutes of break in.

I’m not saying anyone should work 10 hours with only a 15 minute break just that you can if you don’t go over 4.5 hours driving in that time
