It’s only going to be when a learner is supervised by an ADI, so they can’t just go on the motorway with their granny in the passenger seat.
I would think that ADIs will be able to decide at what point a learner driver is proficient enough to drive on higher speed roads safely. They aren’t going to take them on a motorway on the first lesson.
