The bed symbol is for recording breaks and rest periods, the ? symbol is for recording time that cannot be accounted for by any of the other symbols such as using an analogue tachograph or when you’ve been doing work other than road transport.
Any time you don’t do a manual entry for a rest period, then that time will be recorded as ? And that’s excepted as rest so long as there’s no evidence of any work being carried out
