That’s for you to decide.
Technically it can’t be a rest period unless you can dispose of the time freely, realistically you can use it as a rest or a break.
If you want to use it as the first part of a split daily rest period and wasn’t able to do whatever you wanted, play safe and don’t tell the DVSA
