With midweek WEEKLY rests -
6 X 9 hours of reduced daily rest (15 hours shifts) done within one WEEK (Mon 0000 to Sun 2400)
I don’t think more than that can be done
Mon to fri - 4 - tue, wed or thu would be a reduced WEEKLY rest - 3 without the reduced WEEKLY rest

As there are only 5 lots of 24 hours Mon to Fri and all 5 cannot be 9 hour reduced daily rests then it must be 4 as one of those 24 hours must be a reduced weekly rest.

By “15 hour duty days” I assume you’re including breaks as duty time in which case I think Ark-Angel has the correct idea about double manning, but the answer would be 5 not 2

You can do three 15 hour spread-overs between weekly rest periods so Monday to Friday would be three.
With split daily rests the maximum 15 hour spread-overs you can do Monday to Friday is five.
Double manning you could do five 15 hour spread-overs Monday to Friday.
You said no reduced weekly rest period in the week so as far as I can see there are no other alternatives, so I’m saying the answer you’re looking for is 3 because you can do three 15 hour spread-overs between weekly rest periods
