LOL, when I said learning about tacho’s, I was referring to the rules really! 
There’s obviously the official doc’s, but this overview I think is a good start for Newbies…

For how to operate an actual Tacho machine, I suggest you check out YouTube…
Plus there are a few emulators yoy can play with on the web.
Other than that I suggest you just try and follow the threads on the forum, both here and the main forum.
