The pre 1997 C1 is valid until age 70

At age 70 he can take and pass a D4 medical which will extend the pre 1997 C1 until age 73 and put back the other LGV categories until age 71

Weird but that’s the way it works

Will he have to take a medical to drive C1 vehicles after he is 65

NO because he has a pre 1997 C1 which comes under different medical rules than a C1 C CE gained by passing a test

A driver can have 2 x C1s both under different medical rules

Thanks Rog that’s the answer he was hoping for
