I watched a programme about it a few years ago.
The government hires in a firm to write the rules but is limited to what they will pay.
The firm completes the job and then goes to Amazon, Facebook etc and is hired in by them for 5-10 times the amount to get round the rules as they wrote them.
Saying clamp down is easy, doing it is less so
