ADR stands for Accord Dangereux Router so I would assume so 
Valid throughout much of the world, the classes and UN numbers are used everywhere.

Hi newboy23,
The answer is a resounding YES… an ADR licence is valid throughout all member countries.
ADR calls them Contracting Parties, of which there are approx 50 (including Spain) at this time.
ADR has this to say on the subject…
ADR 8.1.2.6
All training certificates conforming to the requirements of this section shall be accepted during their period of validity by the competent authorities of other Contracting Parties.
